Patexia Patent Insight 17: Spotlight on the Top Law Firms in Patent Prosecution 2025

Patent prosecution is where innovation meets protection. Every year, companies large and small rely on their law firms to turn ideas into patents that safeguard technology and strengthen market position. With the volume of filings at the USPTO continuing to grow, law firms are playing a central role not only in securing rights but also in defining long-term business strategy.
At Patexia, we track this activity closely. Our Patent Intelligence Report 2025 is built on one of the most comprehensive datasets in the industry, covering millions of applications and office actions over the past five years. By analyzing both the activity and performance of all stakeholders, including law firms, we’re able to provide a clear picture of who’s leading the way in patent prosecution today. Today we are going to
Today, we are going to highlight some of the top law firms from this year’s rankings, those that not only handle a high volume of applications but also consistently deliver strong results for their clients. These firms represent the front line of patent prosecution, defining innovation strategies across industries and setting benchmarks for the broader IP community.

As seen above, from 2020 through 2024, the number of published patent applications remained relatively steady, ranging from about 411,000 to 438,000 per year. The peak came in 2024 with 437,741 applications published, underscoring the resilience of innovation activity despite economic and regulatory shifts. In contrast, issued patents followed a different trajectory. Grants fell consistently between 2020 and 2023, sliding from 391,353 in 2020 to just 348,114 in 2023. This decline pointed to a temporary slowdown in prosecution outcomes. Encouragingly, 2024 marked a rebound, with 373,516 patents issued, signaling renewed momentum in grant activity.
These fluctuations reflect a combination of factors: shifts in R&D spending, evolving USPTO examination practices, and broader economic cycles that influence how companies prioritize innovation. Policy changes, such as adjustments in patent eligibility standards or fee structures, also play a role in influencing filing and grant trends. Another important dimension is the global nature of U.S. patenting. A significant share of published applications and issued patents originates from foreign entities, meaning U.S. activity is heavily influenced by international dynamics. Trade tensions, supply chain disruptions, or regulatory changes abroad can directly affect filing patterns at the USPTO, making patent prosecution a reflection of both domestic and global innovation landscapes.
Against this backdrop of relatively stable application activity and fluctuating grant outcomes, law firms play a key role in determining which innovations make it to market. Their strategies, experience, and efficiency can have a direct impact on how quickly and successfully applications move through the USPTO. Below, we highlight some of the most active and best-performing law firms based on their rankings on our Patent Intelligence Report 2025. These firms not only manage high volumes of filings but also consistently deliver strong results, helping clients navigate the complexities of patent prosecution and secure valuable intellectual property. Being ranked among the top 300 out of 3,720 places them in the top 10% of all firms.
